Welcome notice

Does anybody receive a "welcome notice" before or after GC received? When I called national service center 1-800 number to follow up the case for new permanant resident, there is a message saying "if you haven't received the welcome notice please press...." I haven't got chance to talk to somebody. However,I received my card almost two months, but never see a welcome notice. Do they send out such thing, or anybody receive it? Is it important?
