Weird Phone call from Consulate!!

Hi,

Long time lurker and first time poster here! This site has gotten me through this immigration morass and i am grateful for that!!

2 days ago, my parents applied for visitor visa at the Delhi consulate. They were not asked much, just what I do and what my sister does (only two kids, both in USA) and where will they stay. After that they were told that they will get the passports in 5-7 days. I am assuming here the visa was okay'ed otherwise they are supposed to just return the passports at the interview only.

Anyway, today my Dad gets a call from the same lady that interviewed them, and the lady tells him that my parents will receive the passports in 3 weeks time. My dad asked if anything is wrong, and she says nothing special.

Do you guys know (or guess) what might be going on here? My parents have traveled to USA 5 years ago and went back on time. I have a green card (F1-H1B-GC route) and my sister has been on H4 for 6 years now. Any thoughts on this matter will help.

At times US consulates need to obtain clearance from any of the several DC based federal agencies before issuing a visa to an applicant. Yes there is a chance that the visa application may be denied. The US is not the only country that does this. For example, when I applied for a visa to visit my grandfather's house in Delhi, the Indian consulate in Chicago needed to obtain clearance from the Department of External Affairs before issuing me a visa. It took them 22 months :)

What does that mean? Is there a chance that the visa is rejected? I haven't heard about the clearance from DC before? Thanks
 
Quick update;

Dad's visa was infact stuck in administrative processing. Now both passports are back with 10 yr stamp!!
