want to file GC for sister on L1B

Hello, my sister and BIL are here in the US on L1-B visa in NY. I would like to file permanent residency for them. I am in California, and in the process of becoming a citizen. Is it possible for their L1 to expire(after 3 years I believe in 2014) and still be in status if they overstay. Just thinking about my options..

After you become a US citizen, you file I-130 for your sister and wait for another 10 years or so before she can get a green card.
 
i dont mind waiting 20 years..but can they stay and work here. that is the question.

No they cannot stay in the US without a valid status. Filing I-130 does not given them any status in the US. They can stay as long as their L1 allows.
 
She must leave when her L1 expires, unless she can extend it or get another kind of visa to allow her to stay longer. So make sure to specify a consulate in her country for question 22 of the I-130, because she almost surely will not be in the US to pursue adjustment of status 10-11 years from now.
