Waiver questions

hi! Friends...
This is my first time in this forum and i would really appreciate if some one could help me in this question of mine:

I had gone to the US on a J1 visa and now i am living in Canada as a Landed immigrant.The question I have is that, how can i apply for the waiver from here.I know we have to apply for the no objection and all from the home country and then send the papers to the the Department of state etc etc....but my question is that for the stamping of my " Grant of waiver Certificate", where should i send the papers too...i mean to the Embassy at Washington DC or to the Local consulate over here in canada...Please advise me as i confused a lot....
