wage difference

I am receiving level 1 wage, and my employer mentioned level 2 wage in LC, now he is saying my LC has be cleared, and to apply for my I140/I485, he is asking me to pay the taxes for level 2 wage, orelse my GC would be denied. How reasonable is this, and is this a normal situation, any one had a similar situation. please help.

The rule is very simple:

Wage you received + gross income (after deduction before taxes) on your employer corporate taxes MUST BE greater or equal the prevailing wage.

My prevaling wage was $85,000.
My salary was 65,000$.
My employer showed loss each year.

65,000 + 0 is less than 85,000 ---> I-140 was denied.
