VSC NOV 99 Received FP

People from "other" country with ND later than Sept., Oct. received FP notice.
So people with later ND not receiving their FP should be from China and India.
If this is true, then the IIO was telling the truth: the visa number is the cause.

Yes, I think it validates that theory...that the IIO is correct in what he/she said...

So, the next question would be...I don\'t know if anyone has an answer for this or not...when would they start sending FP notices for Indian/Chinese folks with RD\'s later than Oct99? sometime in October or November of this year? or put it away till they are sure that they will have some visa numbers left in the 2001 quota (which opens up on October 1st) after processing August + September 99 cases...

Can anyone please comment?

i have no idea about EB2 or EB3..i dont think it applies on "other" country...But anyways it M.S+5yrs experience.
