when they will start sending FP notices for ND after MAR01?

My guess is that they will start sending in june/july, and would start approving these by Sept/Oct. Sounds good Right!!!
But the approvals will span from Sept to Dec. They would try to show that they are approving by 6 months from the date of ND as the Congress requires them to do.
