VSC FP Notices with October ND

No criteria. Per IIO at VSC, he has no clue why FP is so erratic. He says FP is a disjoint process from 485 and information for FP is sent out from local offices. As such, it depends on how much workload your local INS has. Which means some local INS office send out early notices and some wait till the last minute when an immig. officer reminds them that FP needs to be done - my two cents....
