Vistor\'s Visa Rejected Twice in A Row

Hello,
My parents visas got rejected twice in a row on the grounds that they were potential immgrants. They applied for a 10 year visa as opposed to the normal 6month visa and this caused all the confusion.
By rule, a two time rejection means that they cannot apply for the next 2 years. Is there any way to get around this or would they have to wait for the 2 year period?

I think, you can very well apply through MAIL. Directly to Consulate.

I\'m also facing similar kind problem. You can very well apply \'n\' times through mail.
 
B1 Visa refusal

Is it really possible for H1-B people to invite their parents?
My parents are refused 3 times. Do I have another option ?
all suggestions are welcome.
