Visitor's Visa while I-130 pending?

If somone's I-130 thru USC wife is pending for approval, What are the chances of getting Visitor's Visa?
Scenario
- Wife became US citizen in JUN.2006
- Husband residing in Canada since 1997, awaiting asylum approval
- Married in JUL.2003 in Canada
- Son 2+ year old, Canadian born (AUG.2004), residing US as LAPR becomes citizen too, in JUN.2006
Husband refused for assylum in NOV.2006 and sent back to Pakistan
Wife filed I-130, Reciept date DEC.2006
Son requires extensive medical care and management.
Reason to join ASAP before petition is approved and processed, is to support in caring child.
What are the chances of Visitor's visa?
Processing date right now is AUG.2006, monitoring since December06 shows regularity of 6 months.
What exactly does this processing date reflects, is it the date center will begin processing or this is the date they will finish processing?
 
Chances of a visitor visa for the husband are slim. An ongoing I-130 works against him. A failed asylum bid in Canada also works against him.
