Visitors visa for former green card holders

Initially my in laws were twice denied a visitor visa (and treated very rudely too at the embassy but that is another story). Frustrated we applied for their green card (we are citizens). They got a green card and came here a few times. However at their age they are not inclined to come here every year, and now have been outside the US for over a year. I presume this means that their green card has lapsed.

If they want to visit the US in the future what are the chances that they will easily get a visitor's visa? The previous Embassy excuse that they are potential immigrants should probably not work. But does the Embassy have a valid reason for visa rejection?
 
First officially surrender the GC at the Embassy using form I-407, and then apply for B-2 visas.

Thanks. But my question was that given that they were denied a visitors visa in the past what are the chances that they could be denied again. Clearly they have no intention of immigrating here and they only want to come visit here once in a while.
 
Since they are qualified for a GC and have surrendered it improves their cases. One of the primary reasons B-2 is denied is presumed immigrant intent which their actions discount.
 
If they still have their green card just make them go to the doctor get some doctor paper let them know they were sick they should not have any problem to get here I uncle had same problem stayed over sea for year, and present the doctor he had no problem.
