visitors visa denied twice

Hi,
May b too long but want to explian ,so i can get right advice
I am a U.S citizen and my parents applied for B2 visa twice and got rejected.my father applied alone in sept 2002,but he rejected coz VO askes him why he is going alone,so you may be a potential immigrant.
Second time in May 2007 both of my parents apply again at New Delhi embassy ,but got rejected on basis of their low income in India.they were sponsoring themselves.first time my father applied he was employed in a central govt. dept. but two yrs back he took V.R.S to take care of our ancestral land.and their annual income is from 6-7 lakhs INR.
and when they went to embassy this time VO didn't ask for any financial document.he asked about how much land you have and how many servants you have.my father answered 20 acres and 2 permanent employees.but Vo said you are nt eligible coz of low income and they even didn't stamped their passports this time.
should they try again within a month or nt?and if yes wht documents they need and how to convince VO tht they will come back as i have 2 unmarried sisters in India.

To be honest, having a US citizen son holds more weight in the eyes of the consul than two unmarried daughters in India. Thus your folks fell victim to 214(b). They are free to re-apply, however, unless there is a drastic change in their circumstances, they should be prepared for the same outcome. I wish them good luck!!!
 
Very unlikely they will be approved,

As stated, the consulate suspect them of immigrant intent

If they apply again, they must show strong social, financial and family ties to their home country but as you are a usc casues problem

One thing that puzzles me and also reading your post that your parents have bene trying to get a B visa to US since 2002? Why not sponser them for GC? They can get a GC in 6-12 months. Had you done that back in 2002 (considering your were USC since then), they would not only be permanent resident but getting ready to apply for US citizenship themselves.

What gives ???
