I sponsored my parents to come to the US in 2003. They were over 60 years, so the travel agency got their visa - my parents did not have to go to the consulate. Did that rule change? I want to bring in my in laws and they are over 60 years of age.

Is there some convenient way for getting their visa, other than going through the travel agency?

Yes, The rule changed now everyone between age 14 and 79 has to visit the consulate for interview and finger-printing

yep the rule hs changed , now everyone hs to go for an interview esp bec of finger printing !
