Visitor Visa re-entry question

I have a question about reentry of visitor (Visitor Visa) upon a stay in US with a 10 year visitor visa.

Let's say a visitor stay in US for 3 months and then go to their Home country and can they come back to US with in a month or 2 months of their stay in their Home country (India).

I have been told that a visitor cannot come back to US if their stay in their home country is less than their last stay in US.

is this true?
 
No, that is not an absolute condition. But they may be questioned, warned, given a shortened visit, or denied entry if it appears that they are attempting to abuse a visitor visa. Visas can also be revoked.

Remember that a visitor visa is for just that ,and a person is expected to live in their home country and not appear to be staying in the US.
 
The bottom line is, one's travel pattern should identify the admission seeker as a visitor and not as someone who is living in the US under the pretense of being a visitor.
