Visitor visa @ Niagara falls?

My in-laws are planning to come to US on a tourist visa. I don't know if they would get a visa with multiple entries.

Can they get a visitor visa to Canada at US/Canada border at Niagara falls?
If their US visa is a single entry one, after entering Canada, can they come back into US?

visa if required is obtained at the consulate and not at the border ..

They will not be allowed to enter the Canadian side without a Canadian visa. However a single entry US visa is enough to re-enter USA from Canada as long as I-94 is valid.
