Visitor Visa for Relatives

My Relative family (two 70+ years couple) would like to visit U.S. for 45 in summer.

They just need a 2 month VISA.
Can I send any papers to sponsers them. If so what papers and how?

It is best if the applicants qualify on their own. You may wish to send them an I-134, but that in no form or shape helps the applicants overcome I-134. It only matters if the applicants have overcome 214(b).
