Visitor Visa for GC holder??

I sponsored GC for my father (he got it in 2007). He traveled to US and was here for 2 months in 2007 and went back to India.

Due to changes in personal situation, he wants to be able to travel to the US but does not want to be here for extended periods. He also is unsure that he will be here every year (to satisy the "12 month" rule). I understand he can apply for the "2 year Out-of-US' permit, if he is back on US soil.

However, I am wondering if he can get a visitor visa for 10 years and if his visa is approved, then turn in his GC ??

---------------------- He can surrender GC with US consulate in India and at that time can get Visitor Visa (he has to pay fee for Visa)

your Father can go to US consulate in India and fill up form I-407 can surrender GC and sign the form before Cosulate officer and at that time can apply for visitor visa. He will get Visitor visa.
