Visitor visa for brother

My brother is studying in 12th standard and wants to come here to visit. He went with my parents to Mumbai consulate for visitor visa and all three got rejected. They went for the second time and my parents got the visa , but my brother got rejected.
We want to try one more time for my brother. Does he have to go to Mumbai or he can go to Delhi too? Please give some advice that will help him getting the visa.
 
I cannot comment on which consulate to use. I assume that is based on which state/union territory the applicant resides in? Your brother was most probably rejected on 214(b) the last two times he applied. He has to overcome the same intent issue when (and if ) he reapplies. Seeing that your parents got it, it is worth a shot. If he gets it, all three of them can visit you in the US. I wish him good luck!!!

Could you please say why they got rejected first time? I am assuming 214(b). If yes, how did they handle it the second time? Did they submit any new evidences/documents? Thank you very much.

they got rejected first time with 214(b). The second time, my dad got a job and showed all supporting documents.
Should we show something different for my brother the third time?
