visitor visa expiry before visitwill it affect reapply

hi members

my friend is in usa on h1b visa approval notice i1797 valid till 2008 they applied visitors visa for his in laws and in laws were granted visitor visa at US consulate in chennai for 1 year to visit usa, un fortunately due to some family problems they not able to visit usa and now visa expired, now when they apply again will this create any problems in refusal of visa this time kindly give ur answers.......

Nothing wrong in applying again. After all worst situation, they will get rejection. Worth trying again.
