Visitor visa after applying parent Green Card possible?

Hi
Can I apply for father visitor visa after applying for his GC?
Would there be any issue for him to get non-immigrant visa if his GC app is pending? My father is 74 yrs old and I want to spend time with him as much as I can.

Or should I just do I-131/CP and wait. Not sure how long it may take for him with all checks, etc., as he is in Pakistan. BTW, does USCIS requires background check for such an old person for both type of visa?

Any experience/ suggestion for my case?

I dont think tey will give him a Non Immegrant Visa B1 B2 when he has a Immegrant Visa Inprocess. Just do the CP.
