You can do that but it depends on the consulate officer to grant the visa or not.The main factors are your parent's ability to prove they will be going back.
I had the same case but the consulate officer rejected outright by seeing my 485 and expired H1.THen I had to draft a letter from my Lawyer to the Consulat3e chief and she faxed it to them on the day they were supposed to go again.This time they approved it.
Send them all the documents you have including EAD, AP etc. I did that and my parents visa was approved. Try the mailing thing with all the documentation.
