indicates that Indians do not need visa to mexico. In fact, India is not listed under countries exempt from visas to mexico. You misunderstood.
 
Hello Guys:

Indian citizens with non-immigrant visas to the US do need a visa to enter Mexico for business or tourist purposes.

Indian citizens with immigrant visa (green card) do not need a visa to enter Mexico for tourist purposes but for business purposes they would need a FM-3 usually valid upto an year.

Green card holders also have the option (like US citizens) of getting a 30 day entry permit for for business purposes if they don't want to go a consulate for the visa. The only catch in that is one has to report to Mexico customs at the first entry and when they leave for US in the end (not each day if they are crossing the border for a week continuously).

I do not have any reference web sites to give you guys to assert my notes, but these are gathered from my contacts as well as personal experience.

You're the one who misunderstood. That list of countries you see on the web page are for the citizens of the countries who DO NOT have US Green Card.

My understanding is that the list of countries apply to BOTH the statements.

FOR THE NATIONALITIES IN THE SHADOW BOXES, TRAVELING TO MEXICO FOR ANY PURPOSE (TOURISM, BUSINESS, TECHNICIAN, ETC…), EVEN IF THEY ARE PERMANENT RESIDENTS OF THE UNITED STATES, A SPECIAL AUTHORIZATION FROM THE NATIONAL MIGRATION INSTITUTE IS REQUIRED. THIS MEANS HENCEFORTH IT WILL TAKE AT LEAST FOUR WEEKS TO PROCESS AND GRANT THEIR APPLICATIONS.

India is then listed in a shaded box. This clearly indicates that Indian Citizens, even those who are LPRs in US, need visa to enter Mexico.
This is what I have been saying all along.
