Visa timeframe versus I-94

I am a U.S. citizen and my girlfriend from China will come to the U.S. in mid-December for a visit. When she applied for her visa she mentioned she would visit for three weeks before returning to China. She did get her visa for multiple entries but it listed the stay as 3 weeks. I see in reading many comments about the I-94 that is given at POE that the standard time for the I-94 is 6 months. If she should get the standard 6 month stamp can she stay longer than what her visa states (3 weeks) without it becoming an issue for future visits?
 
It all depends on the officer at the POE. If she is issued an I-94 for 6 months, she can stay for that long. If she gets 3 weeks, she must stay that much or less.
 
Thanks PraetorianXI. That is essentially what I was reading on some of the other threads. My concern was as her visa specifically has 3 weeks listed that even if she got an I-94 for 6-months that her specific visa notitation might still apply.

Also wondering if you might have any idea what the odds are for her I-94 to say 3 weeks as does her visa versus a standard 6 month I-94? (Note that she does have a round trip ticket to return to China at after 3 weeks in the U.S.)
 
The visa itself is not more "important" than what the POE officer decides. It is all about that, even without an annotation the officer could give "1 day" and she would have to abide by that.

I do not play on odds, just have a true reason for the trip and show evidence of wanting to return.
 
No point in speculating the odds. It all depends on the officer at the POE. He/she reigns supreme in deciding if a visitor is allowed in and for how long.

Update on I-94

Just wanted to thsnk everyone for your feedback and to advise that my girlfriend did receive six months on her I-94 when she arrived.
