Visa Stamping Risks in El Paso, Mexico

Hi guys,
My H-1B stamp on the Passport expired on Apr 2003.
I could not get it Revalidated through St. Louis being over 1 year.

I do not have enough information about the risks involved in getting my Visa Stamp from Mexico(El Paso Route) (My Visa Approval is valid upto July 2005).

1) What happens if the Visa Stamp gets rejected? Do they allow me to enter the United States through Port of Entry based on the Visa Approval Documents? Any Experiences shared would be great help.

2) Where are the success rates better - Mexico or US Consulate Mumbai?

3) In case my Visa gets rejected in Mumbai and am not able to enter the United States, How do I take care of my house and Car and Personal Liabilities?

4) How soon before my H-1B Expiry Date can I apply for my H-1B extension, since I already have 2 more years on my 6 years H-1B period.

Any help would be greatly appreciated.
