Visa stamping on duplicate PP

One of my friend has lost their passports which contain H1B visa
due to a burglary.
He now procured duplicate passports for him and family.
The original Visa has expired recently and he has got H1B extension for another 2 years form the same employer.
Reg. old 797 and I-94 he has only photo copies.At no time he is out of status.
Visa reavlidation here normally known will be done for passport having the old visa and same category.Now he doen't have old visa in his PP since it is dulicate PP.
In the situation any idea, still it is possible to get revalidation in US or he MUST go to India(Home contry) to get stamped?
Or what are the possibilties at Vancouver?
(GC also is being filed for him by his co. and he will have to wait for AP, if he needs to go out for stamping).
Any ideas/similar experience posted here will help him.
 
With evidence of loss of passport, photocopies of the previous visa in the old passport, I94 he should be able to get the visa revalidated in the duplicate passport. Write the situation in detail in the cover letter and write phrases like "Revalidation in a Duplicate Passport" in bold in the cover letter and on the envelope.

For just for info'.If possible,Can you please tell whether in your knowledge any body got this type of revalidation.or if it is posted in these forums can you please let me direct to the link.I am not able to get link on my search.. thanks fro the help.

The Visa Office may reissue a lost or damaged visa ONLY if the:

visa is a E, I, H, L, O, or P visa, AND
visa was revalidated (or reissued) in the Visa Office, in Washington within the last 12 months, AND
applicant includes a copy of a police report or evidence substantiating loss, AND
applicant submits all the necessary documentation and fees as required for a new visa.
