I read that all spouse on temp work visa are eligible to work in US without any restrictions as per this link please clarify if you have further info on this.

The article says absolutely nothing of the sort.

No, that's not what it says. It says that the dependants who are in H4 status (H4 is the dependant of an H1 B holder) can switch to H1 B status if they qualify. The time spent as an H4 dependant will not be counted against their new time period as an H1 B holder.
