Visa Numbers - is it based on COuntry of birth or Citizenship?

Hi All,

One of my friend is canadian citizen now but born in India. He is planning to move to US and apply for GC under EB2, will he come under retrogression or will be he part of rest of world category and apply I140 & I485 anytime his labor is approved? Experts your response is appreciated.

The policy of visa number quota bases on birth place. So he is affected by retrogression.
