Visa not issued to DV winner's spouse

My friend won DV in 2002. She got married immediately after she got the first notice of winning the DV. She completed all the paper work (included the name of her spouse, certificates, etc), and forwarded all the documentation to US. She was then called for an interview at embassy. She went with her spouse, and did the interview. But, the embassy told her that they will grant her the visa, but they will not issue a visa for her husband at that point. They advised her they will call her spouse back after a year or so, and issue him the visa.

They didn't call him back since then. What should this lady do? Could she appeal to the embassy? If so, what is the procedure? Can her husband remind the embassy to issue him the visa? Please share your thoughts and experience.

Considering that all DV visas must be issued in a particular fiscal year, that statement is tantamount to a denial. If a visa was denied at the interview, the consulate must have provided a written reason.
 
Your friend husband is not qualify anymore to receive a visa under DV 2000. The fiscal year for this DV has passed, usually 12months. "The applicant or/and dependant(s) must arrange to secure their visa(s) within this month range".
