Visa for US born child

My husband and I are Indian citizens currently working in the United States on H-1 visas.
Our daughter was born in the United States but holds an Indian passport that was issued by the Indian consulate at Washington DC.

My query is:
We are planning to go back to India on vacation early next year.
Will there be any issues in getting an H-4 visa for our daughter so that we can bring her back to the USA? We wish to maintain her Indian citizenship and hence do not want to get an US passport for her.
Will her US birth certificate be an issue in getting her an H-4 dependent visa?

Indian folks can help you.
In general, the baby born btw foreign parents in the US will be dual citizenship until she becomes certain age and she needs to choose citizenship at that time. Hence, the fact that baby having US passport does not get her lose another citizenship. Doen't Indian government allow even a baby to be on dual citizenship ?
