Visa for new Graduates

H1B is

somebody coming from outside with a bachelor's degree to work in US. What is your question?
 
The point to focus is the word new. Reading the article mentioned it seems that if someone is a graduate without experience, then he/she will get a visa much easier than someone with experience. I do not know but may be there is a different provision if the work is some kind of training instead of work with experience (maybe relating to the salary expected).
Try to read the paragraph at the end titled "What about hiring recent graduates?"

which translates to "is H1 easier than H1?"
