Visa for new Graduates

I just wanted to confirm this.
Is it easier for a recent graduate (studied in another country) to get permit to come and work in USA? compared with the H1B process.

The point to focus is the word new. Reading the article mentioned it seems that if someone is a graduate without experience, then he/she will get a visa much easier than someone with experience. I do not know but may be there is a different provision if the work is some kind of training instead of work with experience (maybe relating to the salary expected).
Try to read the paragraph at the end titled "What about hiring recent graduates?"
