visa denieddd...need advice

I was denied a visa this month(B1/B2) with the reason that I have an immigrant patition under process and cannot apply for a non-immigrant visa.
I must tel u that i have been issued a US visa before and have been to the US 5 times already when my immigration patition was in process.I told this to the visa officer and she said she cannot see that on her computer.I requested her to check my passport and she did. then she put a stamp saying"canceled without predijuce" on the issued visa(but it was expired) and said" i have no idea why that officer issued you a visa".I told the lady it wasent just me.even my brother has been issued the same cateogry visas more than once from two different US embassies. but she said it wasent upto her.she couldnt go against the laws.she told me to wait for my immigraion pation to finish.
My immigration pation was filled long time back.It has been aproved and I have a priority number issued to me now.I have to wait for that number for my turn to go over to the embassy and get the final documents etc.

I donno what to do with my visiting visa now..should i apeal.If not..then what other category should i apply for.I have no clue.i mean what am I supposed to do if i want to visit my family over thr for a short time??
 
Immigration patition for immigrating to USA is approved not for a GC. It means that I have to wait for my turn for the embassy to callme..take documents from me(medical certificate,sponsers tax papers etc) so that they can issue me papers which would give me a status of an immigrant in USA.Then i would go over to USA and apply for a GC which I would be issued later.
Secondly I have been issued a visiting visa before when this immigrant patition was approved.even my brother has.

FYI
immigrant visa is GC.

You get a stamp in ur passport and that is the temporary visa.

You get to US and then apply for actual card. so not much difference.

As for ur gettinf visa earlier i guess you did not mention the petition earlier and they were not able to find it in their records. Now they do.

They are becoming strict about following rules now. I hope this answers your question.

I am not sure if appealing will make any difference anyways thre is no appeal sytem for visa's issued at the consulate but you can retry with better documents.
