reasons, they had given more visa numbers in Q1 that exceeded the 27% rule.
they are controlling the numbers now.
Its very logical to expect that they will continue in same more for Q2 and then re-asssess the situation in April which is Q3.

Nope. Almost the same info seems to be there on http://www.immigration-law.com/ too - "One of the big open questions for the Chinese, Indian, and Philippines communities is what will happen after the EB-3 visa number is retrogressed to January 2005. According to the AILA, it may not start moving until March or April 2005. Accordingly, the cut-off date of January 1, 2002 may not change in the February 2005 Visa Bulletin or even in the March 2005 Visa Bulltin for these three countries.
