We fall under the EB3 Skilled Labor category and thats why i feel we have a good chance in July 2005.

Third: Skilled Workers, Professionals, and Other Workers: 28.6% of the worldwide level, plus any numbers not required by first and second preferences, not more than 10,000 of which to "Other Workers".
Also in the table you can see that there is "other workers" under neath E3.
the 245(i) benefitted most of them under that category as far as i know.

In April 2001 there was a flood of applications (something like a baby boom, many tens of thousands if not > 100000) because of some one time waiver to illegals. That held up labor cert for > 2 years. In states like New york, new jersey and connecticut with heavy immigrant populations, labor cert was struck in april 2001 for years, till very recently. Eventually the backlog cleared and started moving. Now many of those people have come to I-485/CP stage and are ahead of us in line. They will hold up the priority dates for 3 years or more. I expect the dates to move back as they get older apps in future.
