Technically, this is not a "second draw", if it were to happen it would be publishing of CN's already drawn yet not announced from the database in May 2015. At this moment of time there are no indications that additional numbers for EU and OC will proceed to additional processing stage. All other regions already have a more than sufficient number of CN's in this stage and not everyone from these groups will ultimately receive a visa.
