visa appt in Chennai/Toronto

I have been in the US for 8 years now. Initial stamping was H1 done in Chennai. Then got my revalidation done in the US after 3 years. Then for the last 2 years I dont have a stamping.

Now I have an appointment in Toronto in October.
Are there any chances this will get rejected ?
If it gets rejected I assume i will not be let back into US and will have to go to India to get the stamping done. Since im a permanent resident of Canada, I will stay in Canada and will go to India November end. At that time will I get an appt in Chennai ? I see that the next available appt is in Feb'07 !
But I saw a clause in the emergency visa where they say for H1/L1 Visa renewals i can get an emergency visa.

Has anyone used this ?

Since im a permanent resident of Canada, I will stay in Canada and will go to India November end.
------------ if staying more than 3 years out of Canada in any 5 years then you may not be permanent resident of Canada. they will check the US entry stamps on passport and will be asked when you left Canada.
