My friend got his master degree in Michigan and then left to his home country. A few years after, he decided
to pursue doctoral degree in MA. His doctoral program requiring student to come to campus for 2 weeks
residencies each year for 3 years. Every time he apply for visa, he only receive it for 2 weeks, this mean
he had to re-apply every year. There was no problem getting visa in the first 2 years, but this year is
different.
The interviewing officer approved his visa and he was given a notice to pick up his visa. A few days later he
came to the embassy but was told hisa visa is not ready. A few days later he came again only to be told
that washington is still not giving them (the embassy) a green light. He kept checking for the next 3-4 weeks
until he finally missed his program. He already bought airplane ticket and hotel. He spent his money for
nothing. His school told him he could join the next program 2 years from now.
I was told by immigration lawyer that if we apply for a visa and got rejected, the embassy has obligation to
tell us the reason. At the end, we might have to hire a lawyer to press them to tell us the reason. I
doubt if we would want to spend money for lawyer just in order to know why we got rejected, but, the point
is, US consulate is obligated to tell us the reason. In my friend's case, he got his visa approved therefore,
all the more reason they have to tell him what the issue is. If its a permanent issue, he can start planning
what he should do relative to his education. He would have to forgo his study at his current school and don't
have to but airplane ticket 2 years from now.
That being said, where can he bring his question? The consulate at his home country always saying that the
problem is not them, but washington.
