Visa approved, received notice to pick up visa, but never receive it

Hi all,
My friend got his master degree in Michigan and then left to his home country. A few years after, he decided
to pursue doctoral degree in MA. His doctoral program requiring student to come to campus for 2 weeks
residencies each year for 3 years. Every time he apply for visa, he only receive it for 2 weeks, this mean
he had to re-apply every year. There was no problem getting visa in the first 2 years, but this year is
different.

The interviewing officer approved his visa and he was given a notice to pick up his visa. A few days later he
came to the embassy but was told hisa visa is not ready. A few days later he came again only to be told
that washington is still not giving them (the embassy) a green light. He kept checking for the next 3-4 weeks
until he finally missed his program. He already bought airplane ticket and hotel. He spent his money for
nothing. His school told him he could join the next program 2 years from now.

I was told by immigration lawyer that if we apply for a visa and got rejected, the embassy has obligation to
tell us the reason. At the end, we might have to hire a lawyer to press them to tell us the reason. I
doubt if we would want to spend money for lawyer just in order to know why we got rejected, but, the point
is, US consulate is obligated to tell us the reason. In my friend's case, he got his visa approved therefore,
all the more reason they have to tell him what the issue is. If its a permanent issue, he can start planning
what he should do relative to his education. He would have to forgo his study at his current school and don't
have to but airplane ticket 2 years from now.

That being said, where can he bring his question? The consulate at his home country always saying that the
problem is not them, but washington.
 
Why are you worrying about your friends problem? He should post himself for the best advice. It is quite likely that he has information that he has not provided you that is key to his problem. He needs to be asking his own questions; if he has a US masters and is working on a PhD, he is certainly capable of handling it. You need to MYOB.

That being said, it is quite likely that he is in security screening. It is always premature to make purchases or plans before receiving authorization to travel (visa). A visa to the US is never guaranteed even if one had been previously obtained.The global situation is ever changing; the requirements for a US visa are also. He must wait for a response. Hiring an attorney with experience in visa issues in his country is the best option of understanding the possible problem but will not guarantee him a visa.

The consular officials are in the best position to determine which individuals are worthy of receiving a US visa which is why they have the authority to grant or deny a visa to applicants. You have unreasonable expectations (and an attitude of entitlement which is offensive) on what information an applicant is entitled to receive, IMO.
 
Could you set aside your suspicions and your cynicism (if he has a US masters and is working on a PhD, he is certainly capable of handling it) which has nothing to do with my question. He was asking me if I know how to address his question and I don't know the answer this is why I'm posting question to this forum. I do not understand the part where you said that I'm (or my friend in this case) having an unreasonable expectation. The reason for asking the questions to the state dept is based on the information I received from my immigration lawyer (read again my post). If you don't think that is true, just say it so. No need for another cynicism. Now, you maybe saying, why don't I ask my lawyer? The answer is: I don't have her contact info anymore. Therefore, my question is simple: how do we ask the state dept the reason for their rejection of our visa? Is there anyone in this forum has the experience, maybe through the state dept website?

That said, if you don't know the answer to my question, may you just sit back, relax and do MYOB?
