Visa accidentally came into contact with bleach. Wiped with a wet cloth, and all looks usual, except for a part that looks dry after being wet.

My friend’s passport accidentally came into contact with bleach. Although it was washed and cleaned right away, some damage is still visible, as some pages look wet and dry. All the details, including the visa page, remain clearly visible, but the entry and exit stamps (imprinted on the opposite page) are somewhat affected. What steps should be taken now to prevent any future issues?

It’s not clear exactly what you mean by “all the details are clearly visible”. This may or may not indicate visible damage in any part of the visa (for example if it is a bit faded from the liquid damage but you can still read it). DOS guidance is that if the visa is damaged you need to apply for a new one. There is no caveat about legibility.

(Bold added)
If your visa has been damaged in any way, you will need to reapply for a new visa at a U.S. Embassy or Consulate abroad.
