Veterans Administration J1 waivers

Does anyone here have experience with the VA as a provider of J1 waivers? When browsing the VA jobwebsite I see that many of the positions are explicitly advertised for US citizens only. Does this mean that they haven't gone through their 6months of unsuccessful recruiting yet? Only a few positions will say something like 'candidates able to obtain a valid visa for work in the US will be considered'. I heard that the VA is able to provide the waiver with a 3year committment on a H1B, with a five year committment they can sponsor for a GC. Anyone has details on that deal?

Apply for the position. Do not worry about them writing that they are looking for US citizens. They have to write it in the ad anyway to get it cleared for clearance to get a J-1.
