Very urgent Advise needed.......Please help Gurus!

My friend is working in USA on H1-B. He is also an permanent resident of canada. His wife is coming first time to canada on permanent resident basis. She wants to join her husband in USA, but she does not have any visa for US. Is it possible for her to stamp H4 US visa in one of the US Consulate in canada and join her husband or she should get her H4 visa stamping in India before she travel to canada.

If she does plans to apply for US visa immediately after landing in Canada then it might be a problem. I think US consulate needs to see some proof of Canadian residence like utility bills, driver license, SIN card, etc.
She is better of applyiing in India.
