The new process is not idle speculation. It is based on an official communication from DOS (should be available by searching this forum or the Internet/DOS site) and through checking directly with NVC operators. However, it seems to apply only to I-140s that were received recently by the NVC from the regional INS centers. Mine was received by NVC in the 1st half of December and it falls into the "new process" category. I know of a case received by the NVC at the end of Nov. that was assigned to the "old" process.

Holiday travel and disruption of mail service as a result of the anthrax incidents have lengthened processing time for revalidations to 10-12 weeks. Special processing requirements imposed as a result of the September 11 attacks result in additional delays for some applicants (Remember those twenty three countries, particularly in the Middle East?). In the wake of the anthrax crisis, all materials that were present in the State Department mailrooms when the anthrax crisis began are being scheduled for decontamination. Approximately 300 passports and visa applications that arrived at the State Department on October 25, 2001 from the St Louis bank facility are known to be either inaccessible or lost. These applicants are currently being contacted by the DOS to advise that they should apply for a new passport with their governments. Reports indicate that those whose passports are lost in this process will not be able to apply for revalidation even if they get a new passport. These applicants are reportedly advised to apply for the visa either at the American consulate in their home countries or in some incidents at the American Consulate in Ciudad Juarez, Mexico. Another victims of Anthrax Scare!!
 
New CP procedure is already being Implemented in Montreal CP as Pilot project.

This procedure was first implemented in Montreal, Canada..?

Procedure is straight forward.. NVC gets all the copies of the documeneted and fees they process your file and forward it to consulate for approval of GC. Total time would be approx 6 months...if all the documents are submited correctly to NVC.

Fed-Ex received at DOS StLouis on 23 oct. Still waiting for revalidated Passport.

New Procedure and Supporting Documents

First, wait for NVC to send you the new "Packet 3" or "Instructions for Immigrant Visa Applicants", whatever they call it. Different applicants may receive different instructions. For example, the OF-169 form that GC Dreamer mentioned is obsolete! Neither Ara2000 nor I was required to send it. Also, NVC\'s communication includes a bar coded letter that guides your case. You may hurt your case by jumping ahead and sending your own version of "Packet 3". KamalHasan & Beggar_GC, if NVC requires you to provide a PCC, you will have to send it with the "Packet 3" documents.

Second, sath_us, NVC has recently required Montreal candidates to submit orignials or certified copies. For prospective applicants, if NVC requires originals or certified copies, don\'t waste your time by sending copies. It will only serve to delay your application. A certified copy is one that is issued by the same agency that issued the original. MasterOfPuppets: A notary cannot produce a certified copy. It has to be issued by the original agency. Abu Lafya: Since NVC will review originals, I can\'t see how marriage / birth certificates can be online.

Third, CP duration for Montreal has ranged from three to eight months, which is well in line with NVC\'s estimate of 12 to 24 weeks.

Is AC 140 Procedure Changed?

What if we go for AC140 for guys qualified for Mumbai Consulate?
Is that Procedure Changed by any chance?
