very awkward situation....someone please advice, Jim?

I lost my job on January 22nd. I got another job but it only starts in August. I got a job in a public university.

My question:
1) Can i still do a h-1 transfer now eventhough the job starts only in august so that i can maintain my status on h-1?
2) Do i need to change my status to H-4, and then re-apply for the h-1b all over again somewhere close to August?
3) Are public universities subject to h-1b quotas?

I am very confused because i wanted to go back to Malaysia this May and get married (I have the court marriage in the US, but not the traditional marriage yet).

So if i do go back in May, and reapply for h-1b multiple entry visa, how many days prior to the actual start day am i allowed to come back to the US? Or can i come back with the old h-1b multiple entry(assuming that the old h-1 visa has not been cancelled)?

I would appreciate any help from u guys!

Go out now, apply for a new visa. In order to settle down here you (your attorney)can request H1 to be valid from say 2 weeks before actual start of the job. Get married and get the stamp in malaysia and come in during August.
