Validity of an old Petition - P5-1 (Priority Date 1982)

I am representing a senior. His brother filed his Relative Petition (Category P5-1) in Jan. 1982, petition was approved in Nov. 1984 and was sent to the concern embassy. Biographic Data (Today's form G-325) was never submitted. In Jan. 1985 concerned embassy informed him, at that moment they were serving priority dates earlier than Jan. 1981. Since, then he did not follow up on his petition. He changed his address and never updated his new address. His circumstances did not permit him to keep the intentions of joining his brother until now. He has been travelling to US for several years, and has travelled all over the world, during past 30 years. Now, he wants to find out about the status of his old petition. Is that petition still valid? How could it be processed further? If not, Is there any other provisions in law to restore/retrieve?

Kindly help!
P.S. His brother is still there, and his wife's 8 siblings are US citizens, and two of his sons are LAPR.
 
was I-130 approved? or was it denied because the consulate/National visa center never got additional data they may have requested from him? you need to find out the status of the petition.

In my understanding, as long as both brothers are still alive, the petition will hold (unless revoked by the petitioner) if already approved. If it was denied, however, the outcome may be quite different.

I checked his Documents, he has
'Notice of Approval of Relative Immigrant Visa Petition' issued by Department of Justice (back then it was under Justice/States department)
clearly stating that petition has been approved and sent to the concern embassy, as US Consuls issues visa. [ISSUED NOV. 1984]

Letter from Consulate [ISSUED JAN 1985] confirming reciept of satisfactory evidience estiblishing entitlement to be registered as intended immigrant. Also stating, that Visa numbers are not presently available for this priority date. Also stating, visas are available for priority date earlier than JAN. 1981 (his priority Dt. 1982). Along with this letter consulate sent him Biographic data, which is still with the him and was never completed and sent back to Consulate.
