Valid H-1 and EAD

Does EAD use starts immediately after receipt of EAD card? Per my knowledge, EAD status kicks in if person takes second job or drop H1.

My question is if H-1 is valid and person has not taken any second job but keep working with same sponsoring employer and has a valid H1 but also get EAD card.Secondly if there is a gap between EAD1 and EAD2 ( still did not take second job) also has vaild H1 to work for sponsoring employer.

Please advise, if the gap ( even though EAD was never used and always had vaild H-1 ) may create any issues during AOS ?

My second H1 got expired in October 2004 but before that I had renewed my second EAD in the month of June 2004 to June 2005.

EAD gap occurred because local immigration office said they cannot process renewal as my case belongs to VSC.

Visited 2 times local immigration office. First time windows officer looked at my application and said that a new rule is going to be in place next week and EADs will be approved within 1 week. If you apply now you will have to wait for 30-60 days.

I thought, one week is better than 30-60 days. Went second time after a week.
Just to be sure, I asked one passing by officer to look at my application, per that officer my papers are in order and I should get EAD without any issues. But when reached at officer window after a lone queue, I got an unpleasant surprise. "We cannot process your application; send it to VSC as your first EAD was processed from there". I politely replied, please take a look at instructions of the EAD form, which clearly mentions that I can go to my local office and get it processed.

They were not ready to listen. What option I or WE (immigrants) have? Finally had to pay $1000 for EAD renewal for my wife and myself to attorney.
Attorney also took some time to apply for renewal.

But 2nd EAD was applied before first EAD got expired. During this period my H-1 was still valid.

I hope this is ok.
