using approved labor of person X to Y

Hi,
I am trying to use a labor cleared for an employee X of company A. I140 was rejected for this labor. Is it safe for me to use this labor or will it be a problem because of I140 being rejected once. Please let me know.

Pl check the reason , why that LC got rejected?
It is always difficult to justify for some one''s LC .
If you have time then you should go for your own LC.
