Per the document - compared to Oct'03, as of Aug '04 the 140 processing cycle period increased from 8.7 months to 10.6 with a target for '04 being 8.0.
It also says this:
"As a result of the progress made during FY 2004, USCIS has approved
nearly 3,500 adjustment of status applications for applicants
applying under the Indo-Chinese parolee provisions of Public Law
106-429. Th at statute has a cap of 5,000, regardless of the fiscal year in which the applications one approved. USCIS anticipates reaching
that number of approvals in early FY 2005. After the cap is reached,
no additional applications will be able to be approved under this
public law."
I am not sure if this is what is being referred as visa retrogression.
