USC sponsoring over 21yo sister who is already in US with F-1 visa

The title says it all.
What is the con/pro of doing so.
Sister is already here, studying in F-1 visa. If USC sponsors her, it will take a very long time.
After filing I-130, would she able to get EAD?
 
She won't get EAD just by filing I-130.

Con is her F1 visa may be denied when she applies it next time.
Without I-130, she won't get GC in the future, so pro is she started the process.
 
It will take over a decade before she is eligible to file the I-485 via sibling sponsorship. Therefore she will have to leave the US after completing her F-1 studies, and wait outside the US until the priority date is current. The other problem is that once the I-130 is filed, she may have difficulty returning to the US with the F-1 visa.
