Assuming that the child is yours, he was born in wedlock (or you married the mother of your child after he was born) and you were already a USC when he was born, have you applied to the State Department for his FS-240, Consular Report of Birth Abroad of a Citizen of the United States of America, and his U.S. passport?
If he is a stepson, the I-130 is required.
he is our son, he has two brothers born in US while my wife was studying in US. I did not file the birth abroad report yet. EMbassy has no record of him yet.
