USC applying for brother under 21

I am a USC, have a brother whose 20 years old. My question is which is the the right and fastest way to apply for him for a GC? should I apply for him directly? how long would it usually take? will he be considered under 21 from the date of application and continue? or would it be faster to apply for my mother and then he will be granted a GC? Any idea would be appreciated.

it doesn't matter what his age is if you are applying for him.

By the time your mom can apply for him, it won't matter what his age is either. But it may take slightly less time (a couple of years).
