It is the requirement as set forth in the law. You either send the original ( which by the way is hardly ever lost by the Passport Agency) or no passport.
There is no way around it. You will not get a passport without the original.
The original birth certificate has to be sent if you are US citizen by birth for obtaining passport.....as mentioned before original document is mandatory.
Maybe because its too easy to make fake documents, and the Dept of State wants to see the original certificate complete with its water marks, metamerismic ink and other security features.
That said, my son's (US) birth certificate has almost no security features, although it does have an embossed seal.
