I have been married to my US citizen wife for more than 3 yrs and my permanent Residence 3 yrs anniversary would be sept 2011. Can I apply for citizenship now or should wait till sept. 2011?

Wait until June 2011, 90 days before 3rd anniversary of your permanent resident status.

Since you've already been married for 3 years to a USC, you can apply up to 90 days before you have accumulated 3 years of continuous residence as a LPR.
